Mozambique: GS-Holding in Trouble Over Firewood

Maputo — Although the company GS-Holding has been allowed to reopen its food processing factories in the northern Mozambican port of Nacala, it has run into further difficulties with its forestry operations in Mossuril district.
According to a report in Friday's issue of the Maputo daily "Noticias", GS-Holding's licence to exploit firewood has been cancelled, because it was being used to cut down cashew trees.
Firewood is the fuel used in the furnaces of a GS-Holding vegetable oil factory, and in January the company was granted a licence allowing it to use 264 cubic metres of firewood. But instead of cutting down tees of no economic value, GS-Holdings opted to persuade peasants from the Mossuril locality of Matibane to sell it wood from cashew trees.
The Mossuril district government realized what was going on when it had to cancel its programme to spray cashew trees against fungal infestions in Matibane. There were not enough cashew trees left in the locality to make the spraying programme viable.
GS-Holding paid the derisory sum of 200 to 300 meticais (seven to 11 US dollars) per cashew tree to the farmers. To fill a six tonne truck, Matibane peasants would cut down four or five cashew trees.
A GS-Holding manager, Rafik Rajaussene, admitted to "Noticias" that the company was using cashew and mango trees, rather than trees of no economic value. But he claimed GS-Holding was only buying old cashew trees which the local people freely sold. Furthermore, GS-Holding was committed to replacing these trees, and purchased seedlings from the National Cashew Institute (INCAJU) to distribute among the peasant farmers.
The Economic Activities Services in the Mossuril District Government does not believe this story, and told "Noticias" there was no sign of any replacement of the cashew trees cut down.
The district government felt it had to suspend the GS-Holding licence "before the situation reaches catastrophic levels".
On 2 November, during an unannounced visit to Nacala, Labour Minister Helena Taipo ordered the closure of five GS-Holding factories because of their violations of basic health and safety conditions. The factories were unsanitary, and the workers were not issued with face masks, boots or other safety items.
This Wednesday, the factories were allowed to reopen, after the General Inspector of Labour, Joaquim Siuta, found evidence that the company was complying with the instructions given by the Minister.

ODEBRECH TRANSFERE SEDE REGIONAL PARA NACALA-PORTO

Até Janeiro próximo

A empresa construtora brasileira ODEBRECH vai transferir a sua sede regional da África do Sul para a cidade portuária de Nacala, segundo confirmou a este jornal José Roberto Pereira, gerente comercial da companhia.

A actual sede funciona na África do Sul e tem o estatuto regional por abranger alguns países da África Austral, onde a construtora brasileira tem interesses empresariais.

Roberto Pereira explicou que a transferência da sede da terra do rande para Nacala deverá ocorrer em Janeiro próximo, altura em que será concluída a que está, neste momento, em construção.

Nessa altura, serão, igualmente, transferidos os trabalhadores que, presentemente, estão a assegurar o funcionamento dos escritórios da ODEBRECH na África do Sul.

Questionado sobre as razões que levam a empresa a transferir o seu “estado maior” regional para Nacala, Pereira explicou que o que pesou foi a constatação da enorme potencialidade que a região oferece em termos de desenvolvimento.

Esta região, em particular, e Moçambique, em geral, tem grandes potencialidades para o seu desenvolvimento e nós queremos fazer parte desse crescimento, disse Roberto Pereira, acrescentando que os laços culturais entre Moçambique e Brasil concorreram para a nossa empresa estabelecer-se em Nacala.

A ODEBRECH é a empresa que ganhou o concurso para a construção do Aeroporto Internacional de Nacala, cujas obras já iniciaram e que serão concluídas em Março de 2013, segundo garantiu a fonte.

O aeroporto está a ser erguida na área adjacente à Base Aérea de Nacala e algumas infra-estruturas a serem usadas pelo futuro aeroporto, como a pista, serão daquele empreendimento militar.

O mesmo está orçado em pouco mais de 50 milhões de dólares norte-americanos e terá uma estrutura simples mas moderna, podendo receber aeronaves de qualquer porte.

Neste momento, estão a trabalhar nas obras cerca de 300 trabalhadores, podendo atingir, no seu momento de pico, 750 moçambicanos e 75 brasileiros.

Nacala vai “importar” mão de obra para a montagem da terminal de carvão – Chale Ossufo



A cidade portuária de Nacala, norte de Moçambique, debate-se com uma grave falta de pessoal especializado para responder à demanda imposta pelos projectos de desenvolvimento em curso na região, entre os quais a construção de um terminal de carvão.
“O desenvolvimento económico da cidade de Nacala Porto não está a ser devidamente acompanhado pela capacitação do capital humano, para poder dar resposta às exigências de uma Zona Económica Especial”, disse hoje à AIM em Maputo, o Presidente do Conselho Municipal daquela cidade, Chale Ossufo.
O edil de Nacala Porto falava à margem do “Fórum Consultivo de Políticas Públicas”, promovido pela “Aliança de Cidades”, que tem estado activa em Moçambique desde 2002, apoiando diversos projectos de desenvolvimento municipal.
Segundo o edil de Nacala, neste momento já se encontram naquela cidade “os primeiros homens que vão instalar o grande terminal de carvão em Nacala Porto. Eles precisam, de imediato, mais de 400 pessoas com especialidade para trabalhar nesse projecto, e nós em Nacala não temos esse pessoal”.


“Precisamos, urgentemente, de capacitar o nosso capital humano, para que possamos satisfazer a demanda, porque de contrário, vamos ter que importar pessoas de fora quando temos em Nacala muitas pessoas que não trabalham”, realçou Chale Ossufo.
Referiu ainda que numa população de 208 mil habitantes, apenas cerca de 47 por cento deste universo é que têm um emprego formal, enquanto que a maioria dos residentes dedica-se à pesca para a sobrevivência.
Ossufo explicou que no contexto do referido terminal de carvão, técnicos da multinacional brasileira “Vale Moçambique” já estão a montar escritórios na cidade de Nacala Porto, realçando que o passo a seguir “será a construção da própria infra-estrutura com o envolvimento de um elevado número de pessoas”.
Para este responsável, “o futuro terminal de Nacala vai ser estratégico para a exportação do carvão da Vale, porque a Beira é apenas uma alternativa para os brasileiros. Neste momento estão a tirar cerca de 35 mil toneladas e não é isso que eles querem”.
A mina da Vale, um investimento de 1,6 bilião de dólares norte-americanos, terá capacidade nominal de produção de 11 milhões de toneladas de carvão metalúrgico e térmico, segundo dados da companhia, cuja mina se localiza em Moatize, na província de Tete.
“Os brasileiros querem um porto com capacidade para embarcar 260 mil toneladas de uma só vez e o porto da Beira não está a resolver minimamente os problemas da Vale, razão pela qual a companhia quer trazer o carvão para Nacala, aproveitando a capacidade de um porto natural de águas profundas, portanto, com condições para receber navios de grande calado”, disse.
Actualmente, a Vale, na sua qualidade de accionista da Sociedade do Corredor do Norte, detentora do sistema ferro-portuário de Nacala, está a fazer diligências que poderão conduzir à construção de um ramal ligando Moatize à linha-férrea que dá acesso ao porto de Nacala.
Chale Ossufo afirmou que a cidade de Nacala-Porto tem de estar capacitada para fazer face aos desafios que o processo de desenvolvimento está a colocar, sobretudo aos seus residentes, “transformando esses desafios em oportunidades para podermos crescer”.
“Eu devo dizer que neste momento, um dos principais constrangimentos ao desenvolvimento de Nacala Porto é o fraco desenvolvimento do seu capital humano e, urgentemente, nós temos que resolver esta situação”, frisou ainda o edil.
Num outro desenvolvimento, foi anunciado durante o Fórum Consultivo de Políticas Públicas que a Aliança de Cidades concedeu a Moçambique um donativo de 1,6 milhões de dólares.
Este donativo cobre um vasto leque de questões, incluindo a Vulnerabilidade Urbana e a urbanização de assentamentos informais; Estratégias de Desenvolvimento da Cidade e relatórios sobre o Estado das Cidades.
Cobrem ainda uma vasta área geográfica que vai desde Maputo até às cidades de Chimoio, Tete e Quelimane, no centro de Moçambique, Chókwè e Vilankulo, no sul e Nampula, norte.
Essas doações foram executadas pela UN-HABITAT, Banco Mundial, Associação Nacional de Municípios de Moçambique e pelos próprios municípios.

Porto de Nacala: Reabilitação de emergência orçada em 270 milhões USD

A REABILITAÇÃO de emergência do Porto de Nacala vai custar investimentos na ordem dos 270 milhões de dólares norte-americanos, segundo projecções resultantes de uma avaliação recentemente feita pela Agência Japonesa de Cooperação Internacional (JICA). A intenção do Governo é que as intervenções no porto iniciem já em 2012.

O estudo, concluído em Abril último, ao fim de cerca de um ano de levantamentos, foi realizado sob os auspícios do Ministério dos Transportes e Comunicações, na perspectiva de aferir as necessidades de investimento para colocar o Porto de Nacala ao nível dos desafios que se anunciam no contexto regional e internacional.

O director do Gabinete das Zonas Económicas de Desenvolvimento Acelerado (GAZEDA), Danilo Nalá, explica a-propósito que as autoridades japonesas já manifestaram interesse de continuar com o processo iniciado com o estudo, o que equivale a dizer que há interesse daquela agência de se envolver nos processos subsequentes, nomeadamente na mobilização dos fundos necessários à prossecução do projecto.

“O que deverá acontecer nos próximos tempos, é que os governos dos dois países vão sentar à mesa, não para discutir empréstimos, mas sim para analisar os procedimentos que deverão ser adoptados para pôr o projecto em marcha. Ao que tudo indica esse encontro deverá acontecer ainda antes do final deste ano”, explica Nalá.

Em termos de reparações, sabe-se que o Porto de Nacala está a precisar de intervenções para reverter o mau estado em que se apresentam algumas das suas instalações, a exemplo do terminal de contentores. O Porto de Nacala é um dos que detêm as melhores condições naturais a nível da costa oriental de África, mas a sua utilização tem sido muito fraca, situação que poderá mudar com a projectada construção de um novo terminal de carvão no quadro dos projectos da Vale.

A JICA tem igualmente envolvimento no projecto de desenvolvimento do Corredor de Nacala, nomeadamente na estrada que faz parte daquele eixo, além de ter também interesses no projecto PROSAVANA, que está a ser desenvolvido também ao longo do Corredor de Nacala.

Gaddafi’s end: What message for our dictators?

We welcome news of the end of the disastrous era of Colonel Muammar Gaddafi in the People’s Republic of Libya, though, we preferred him being captured alive so as to face trials over his regime’s sundry grievous rights violations including mass murder, covert and overt sponsorship of international terrorism and internal political insurrections. The journey to Gaddafi’s fall remotely started in the Tunisian city of Bouzid on December 17, 2010, where 26-year old Mohammed Bouazizi, a street vendor, set himself on fire, over his frustration as per former President Azedine Ben-Ali’s failed leadership and dictatorship. The former president, who ruled his country since 1987(23 years), later fled the country on 14 January, 2011 as a result of the raging “Jasmine Revolution”.

The “Jasmine Revolution” later spread like a wild fire to Egypt, Algeria, Yemen, Jordan, Oman, Bahrain, Syria and Libya, and swept away the regime of former President Hussein Mubarak, who ruled Egypt since 1981(30 years). The immediate cause of the Libyan revolution started in Benghazi in February 2011, leading to the formation of the National Transitional Council by the opposition forces or armed opposition groups.

Gaddafi ruled Libya for 42 years and 21 days, having come to power through his “Arab Islamic Jamahiriya Socialist Revolution” in September 1969, otherwise called the “September Revolution”.

The Gaddafi revolution was disastrous to humanity. His ascendance to the Libyan political throne marked a turning point in the international peace and security. He was instrumental to the formation of the leftist and radical Organization of Islamic Conference in the late 70s to humiliate and extinguish the 21-member Arab League, formed in March 1945, because of the latter’s reconciliatory approach towards Arab-Israeli age-long conflicts, especially that between Israel and Palestinian Liberation Organization. In November 1978, Gaddafi spearheaded the setting up of a 3.5billion US Dollars fund under the aegis of the Arab League for the destruction of the state of Israel.

Within the same period, he voted 3billion US Dollars for the propagation of fundamentalist Islamism and overthrowing of the “Western puppet governments” especially in the Middle East and Africa by the Islamic radical elements .This partly led to the emergence of Ruhollah Ayatollah Khomeini in Iran in 1979, Mohammed Zia ul-Haq in Pakistan on September 16, 1978, Omar Hassan el-Bashir in Sudan in 1989, Mullah Mohammed Omar in Afghanistan in the late 1980s as the leader of Islamic Taliban movement and the country’s de facto head of State between 1996 and 2001, etc.

He recruited, trained, funded and exported thousands of mercenaries to Spain, Northern Ireland, former Yugoslavia, Americas, etc, in furtherance of his anti-West crusade. In 1997, he donated 1 billion US Dollars to the leadership of the Nation of Islam in the USA for the “advancement of Islam in USA”. In Africa, he was believed to be the brain behind the civil wars, insurrections and military take-overs in Chad (1990), Burkina Faso(1987), Gambia(1994), Liberia, Sierra Leone, Ivory Coast, to name but few. He was also accused of being the mastermind of the bombing of Pan American Airlines planes over Niger and Canada in 1988 and 1989 respectively, which killed over 400 passengers, though he was exonerated over that of Niger for want of concrete evidence.

He spearheaded to its logical conclusion the open campaign for the death of the Late President Anwar El- Sadat of Egypt because of the latter’s favourable disposition towards the Camp David Accord of 1979, between Israel and Egypt. Even in the attempts made on the life of Mubarak in 1995 during the OAU (AU) Summit in Addis Ababa, Ethiopia, Gaddafi was suspected of being involved.

Gaddafi’s capture and not his death would have gladdened our heart, because his international trials would have been an eye opener to Libyans over his crimes against humanity. His atrocious era reminds us of the inglorious epoch of the late “Comrade” Pol Pot of the “People’s Republic of Kampuchea( Cambodia), whose bloody rule of 1975 to 1979 led to the death of more than three million people. Through his infamous “profound socio-economic changes”, the country’s economy and cultural institutes were destroyed. The prevailing Buddhist religion was banned and the clergy massacred with utter impunity.

The shameful death of Gaddafi and other members of his family means express issuance of red cards to the world’s remaining and emerging dictators to quit their long held political powers before it becomes too late. In Africa, many dictators still dot the political enclaves. Some of these dictators are: Jose Edwardo Dos Santos, Angola (1979)-32 years; Obiang Nguema Mbasago, Equatorial Guinea (1979)-32

years; Robert Gabriel Mugabe, Zimbabwe (1980)-31 years; Paul Biya, Cameroon( 1982)-29 years; Denis Sassou Ngueso, Congo Libreville ( first came in 1979, left in 1992 and returned in 1997)-27 years; Yoweri Musevi, Uganda(1986)-25 years; Blaise Campare, Burkina Faso(1987)-24 years; Omar Hassan el-Bashir, Sudan(1989)-22 years; Idris Derby, Chad(1990)-21 years; Meles Zenawi, Ethiopia(1991)-20 years; Issaias Afwerki, Eritrea(1993)-18 years; and Yahya Jammeh, Gambia(1994)-17 years.

The leaders of Djibouti, Rwanda, Senegal, Algeria, Congo DRC, Kenya, Morocco, Swaziland and Lesotho are emerging African dictators, having stayed in power for over ten years or transformed into absolute monarchies. Internationally, the Castro political hegemony in Cuba remains the world’s longest serving political power having come to power in 1959-52 years. Others are: (absolute) King Haji Hassan al-Borkiah Muizzadin Waddaulah, Brunei (1968)-43 years; (absolute)King Qaboos bin Said Al-Said, Oman(1970)-41 years; Mr. Ali Abdullah Salih, Yemen(1978)-33 years; Islam Karimov, Uzbekistan(1990)-21 years; Nursaltan Nazarbaev, Kazakhstan(1990)-21 years; Emomali Rahman, Tajikistan(1994)-17 years; Alexsandr Lukashenko, Belarus( 1994)-17 years; Kim Jong-iL, North Korea(1994)-17 years. The leaders of Jordan, Syria, Azerbaijan, Bahrain and Venezuela are also emerging dictators in their countries having stayed in power for over ten years or transformed into absolute monarchies. The post-Gaddafi Libya must be credibly democratic and respecter of the people’s rights and fundamental freedoms. The ICC and relevant UN bodies must also not rest on their oars until the killers of the thousands of the Libya’s innocent citizens are brought to justice to account for their heinous misdeeds or crimes against humanity.
